Sandy CouncilHousing Services ConsultantSandy Council has 35+ years of experience in program design, implementation, and administration of a wide range of housing and community development programs. This work has involved extensive collaboration with city councils and commissions, all municipal departments, legal counsel, consultants, developers and builders, and community based and neighborhood organizations. She has served on numerous committees and task forces and is a current board member of The Leslie Senior Communities, a provider of affordable senior housing in San Mateo County.
She has worked closely with both nonprofit and market rate housing developers supporting the acquisition, rehab and construction of new affordable housing units, including drafting RFPs, selecting developer teams, negotiating of agreements, pricing of affordable units, and ongoing monitoring of rental and ownership units, especially in conjunction with local inclusionary and state density bonus legal requirements. She is proficient in working with a number of municipal finance tools: administering federal Community Development Block Grant and Home programs, former redevelopment housing funds, local trust funds, and partnering with developers to obtain other local funds, Low Income Housing Tax Credits, and multiple State of California financing programs. She also has considerable experience with housing policy development, assisting with the preparation of several Housing Elements, and assisting with implementation of housing related legislation. Recent work has included assisting cities of Burlingame, Belmont, San Leandro, and Menlo Park with housing related program support. Project Experience Highlights
