Housing Program Consultant
Sandy Council has over 35 years of experience in program design, implementation and administration of a wide range of housing and community development programs, primarily with the City of San Mateo.
This work has involved extensive collaboration with City Councils and commissions, all municipal departments, legal counsel, consultants, developers and builders, and community based and neighborhood organizations. She has served on numerous committees and task forces and is a current board member of The Leslie Senior Communities, a provider of affordable senior housing in San Mateo County.
Examples of community programs include housing rehabilitation, energy efficiency retrofits, acquisition of land and existing housing, rent assistance, first time homebuyer assistance and working with non-profit service providers.
She has worked closely with both nonprofit and market rate housing developers supporting the new construction of affordable housing units, including drafting Request for Proposals, selection of developer teams, negotiation of agreements and pricing of affordable units, and ongoing monitoring of rental and ownership units, especially in conjunction with local inclusionary and state density bonus laws requirements.
She is proficient in working with a number of municipal finance tools: administering federal Community Development Block Grant and Home programs, former redevelopment housing funds, local trust funds, and partnering with developers to obtain other local funds, Low Income Housing Tax Credits, and multiple State of California financing programs.
She also has considerable experience with housing policy development, assisting with the preparation of several Housing Elements, and assisting with implementation of housing related legislation.
