Principal Planner and Planning Manager

Kelly Beggs has 10+ years of experience in land use planning, environmental planning, GIS analysis and public outreach/relations. Her experience in current planning includes reviewing projects ranging from large commercial developments, public recreation projects, and 1,000-unit multi-family developments to single-family homes for cities throughout the Bay Area. She has assisted jurisdictions with comprehensive zoning text amendments to implement specific plans, regulate short-term rentals, update parking regulations, and to set forth objective standards and accessory dwelling unit (ADU) regulations consistent with State law. She has a strong background in environmental planning and has contributed to and managed California Environmental Quality Act (CEQA) review for development, infrastructure, and energy projects throughout California.

Kelly’s recent experience includes managing major projects for the cities of Burlingame, Brisbane, East Palo Alto, and San Bruno. She is currently assisting various cities in managing the entitlements review for a 1.5 million square-foot Life Science/office project, a 605-unit mixed-use project including a rezoning and General Plan amendment, and a 180,000 square foot commercial office project.
