Tobacco Retail Regulations - Richmond

Good City Company was contracted by the City of Richmond in November of 2024 to update the City’s tobacco retailer regulations and permitting process.
Good City, with the support of City staff, developed an existing conditions report outlining concerning trends in tobacco consumption, current City regulations, the number of licensed and unlicensed tobacco retailers, as well as the number and type of violations seen by the tobacco task force enforcement team. The existing conditions report also compared Richmond’s tobacco retail ordinance to those in San Francisco, Berkeley, Oakland, and San Jose. Finally, the report described potential regulations and enforcement mechanisms available to the City. The existing conditions report, potential regulations, map of existing retailers, and enforcement mechanisms were presented to the community at a workshop in February 2025. Good City also presented to the Richmond Neighborhood Coordinating Council in March 2025 and held a virtual roundtable with tobacco retailers later that month. Using City Council and community input, Good City drafted ordinance updates in collaboration with the City Attorney’s Office. A final community meeting was held in April 2025 to share the proposed ordinance updates with the community before they were presented to the City’s Planning Commission and City Council. The City Council subsequently adopted the amended Tobacco Retailer License Ordinance in March 2026. |
