Senior Planner, AICP
Sam Herzberg, AICP is an experienced Senior Planner with three decades of municipal experience with the County of San Mateo in the Parks Department and Planning Department. He is a member of the American Institute of Certified Planners (AICP) and the American Planning Association. Sam has spoken at regional events and national conferences on topics related to urban development, recreation, regional trail and active transportation planning, historical preservation and interpretation, watershed management, fisheries, forestry, and related issues.
Most recently, Sam was the Senior Planner with the San Mateo County Parks Department. In this capacity, he developed 20-year Master Plans and Feasibility Studies for regional trail and marina improvements. He also managed environmental review and permitting processes, grants, design and construction of parks, and contractors. He developed best management practices for watershed protection and vegetation management guidelines for the Parks Department and oversaw implementation of many grassland, forest and stream restoration projects. In the County Planning Department, he processed permits for a broad variety of complex projects, and served as intake Planner at the service counter. He oversaw 4 quarries compliance with the State Surface Mining and Reclamation. He managed the update of the County Flood Hazard Ordinance in coordination with the Federal Emergency Management Agency, and served as the County Planning Department liaison to Stormwater Pollution Prevention Program. Additionally, Sam served as County Environmental Services Agency liaison various state and local agencies and associations.
Sam grew up in San Francisco but has spent much of his adult life living in San Carlos since 1997. He lives there with his wife Leslie where they raised two daughters.
