Planning Policy Guidance - OneShoreline

Good City prepared the first-ever Planning Policy Guidance document for OneShoreline. The Guidance Document is a standardized, yet evolving, resource for cities and the County to account for anticipated increases in flooding, sea level rise, and shallow groundwater rise due to climate change in two key areas:
  • Planning documents (general and specific plans, zoning ordinances), and
  • Approvals of new private development projects in areas near the Bay subject to these foreseeable climate impacts.

​Good City developed template general plan, specific plan, and zoning amendment text aimed at protecting new developments from the water-related impacts of climate change. Good City also worked with a comprehensive group of stakeholders and representatives from San Mateo County jurisdictions to incorporate specialized local feedback into the document. The project also included creation of model project review procedures and communications between jurisdictions and OneShoreline, and establishing a project review checklist and Conditions of Approval to aid jurisdictions in processing new development proposals.

Good City also conducted GIS analysis to understand land uses most at risk to sea level rise throughout San Mateo County, both holistically and jurisdiction by jurisdiction.
