Monica LyPrincipal Planner / Planning ManagerMonica Ly has over 20 years of experience spanning government, non-profit, and private sectors, with the past decade focused on planning and housing. Her experience includes supervising a Planning and Code Enforcement Division, managing complex development applications, overseeing current and long-range planning efforts, administering housing programs, and code enforcement.
Most recently, Monica served as the Planning Manager for the City of Foster City. Monica led the Planning and Code Enforcement Division, supervising staff and guiding planners and the code enforcement officer on complex projects and code enforcement cases. She managed commercial and residential development applications, ensuring compliance with local, state, and federal regulations, including CEQA. Monica played a key role in long-range planning efforts such as the development of Single-Family Objective Design Standards and facilitated amendments to Accessory Dwelling Unit (ADU) and SB 9 ordinances to align with state laws. Previously, as a Senior Planner for the City of San Rafael, Monica processed commercial and housing development applications, ensuring compliance with city procedures and state laws such as SB 330, Builder’s Remedy, SB 35, AB 168, and SB 9. She conducted Zoning Administrator hearings, and processed Use Permits, Zoning Compliance, and Environmental and Design Review Permits. She collaborated with Code Enforcement to resolve municipal violations. Earlier in her career with Foster City, Monica worked as an Associate and Assistant Planner and processed a variety of development applications, including Architectural Review Permits, Use Permits, and Zoning Compliance Letters, and approved business and home occupation licenses. She conducted building permit plan checks, performed planning inspections, implemented city policies and resolved code enforcement cases. Project Experience Highlights:
