Monica LyPrincipal Planner / Planning ManagerMonica Ly has over 20 years of experience spanning government, nonprofit, and private sectors, with the past decade focused on planning and housing. Her experience includes supervising a Planning and Code Enforcement Division, managing complex development applications, overseeing current and long-range planning efforts, administering Housing Element programs, and code enforcement.
As Principal Planner, Monica provides counter service, plan checks, staff training, and processing a wide range of development applications, including SB 330, AB 2011, AB 130, density bonus projects, subdivisions, design review, grading permits, and tree permits. She also prepares zoning ordinances, evaluates General Plans, municipal codes, Housing Element programs, and transportation projects for compliance with state and regional requirements, and supports Housing Element implementation, including development of an ADU Amnesty Program under AB 2533 for multiple client cities. Monica previously served as Planning Manager for a city, where she led the Planning and Code Enforcement Division, supervised staff, and managed complex development applications while ensuring compliance with local, state, and federal regulations, including CEQA. She also led long-range planning initiatives, including Housing Element implementation, Single-Family Objective Design Standards, and updates to ADU and SB 9 ordinances. Previously, as Senior Planner for another city, Monica processed commercial and residential development applications under state housing laws, including SB 330, SB 35, AB 168, and SB 9; prepared and presented staff reports to decision-making bodies; managed General Plan and Housing Element reporting to HCD and OPR; conducted Zoning Administrator hearings; and administered Conditional Use Permits, Design Review, Environmental Review, and municipal code enforcement.
